Beginning in fall 2024, the North Star Promise (NSP) Scholarship program will create a tuition and fee-free pathway to higher education for eligible Minnesota residents at eligible institutions as a "last-dollar" program by covering the balance of tuition and fees remaining after other scholarships, grants, stipends and tuition waivers have been applied.

The is the state's financial aid application for students with undocumented status. Students who plan to attend college during the 2024-2025 school year should complete the 2024-2025 MN Dream Act Application. Like the Free Application for Federal Student Aid (FAFSA), the application must be completed each academic year that the student is enrolled in college.
Students who complete the MN Dream Act are eligible for state-based financial aid, including the and , if they meet . Students wishing to participate in the Minnesota State Grant Program must submit the to the US Department of Education no later than June 30 of the current financial aid award year.
