Part 1. Purpose
This procedure identifies how new policies and procedures are proposed and existing procedures and
policies are reviewed.
Part 2. New and Existing Policy and Procedure Development
Any College employee or student can suggest a new policy or procedure or a review of an existing
policy or procedure. All policies and procedures are reviewed and approved in the following manner:
- Policy Revision: The sponsoring Cabinet member brings together appropriate subject-matter experts (SME) to update the policy and procedure and prepare a justification memo for Policy Oversight Committee.
- Preparation: Vice President or SME sends policy, procedure, and justification memo to committee chair.
- Cabinet Review: Cabinet is notified of policies up for review. Cabinet communicates to the Policy Oversight Committee Chair on whether the policies and/or procedures will move forward or send back to Vice President/SME; in absence of communication policies and/or procedures will move forward for public review.
- Committee, Student, and Public Review: Updated policies and procedures are made available to employees and students. Policy Oversight Committee members are responsible for reviewing policies and procedures and for soliciting input from their constituents. The Policy Oversight Committee Chair is responsible for summarizing feedback from the website for committee consideration.
- Review and Revision: Vice President or SME reviews comments for possible revisions.
- Final Review: Vice President or SME presents justification to committee regarding inclusion or exclusion of comments. Committee presents Vice President or SME with additional feedback.
- President Review: Vice President presents policy and procedure to President or designee for approval.
- Policy Dissemination: Chair submits new policy and procedure for posting to college website(s).
Part 3. Policy and Procedure Revision and Periodic Review
The responsible Vice President is charged with ensuring policies and procedures are up to date. Policies and procedures should be periodically reviewed and the need for amendment assessed. A detailed review should occur at least once every five (5) years.
Cabinet will determine if the proposed changes are substantive and subject to the review and approval process outlined in this procedure. Non-substantive changes of a clerical or clarification nature may be made administratively and are not required to follow the review and approval process. Such non-substantive changes may be made upon the approval of the President alone.
Part 4. Abolishing a Policy or Procedure
- Policy Abolishment: The sponsoring Cabinet member brings together appropriate subject-matter experts (SME) to update the policy and procedure and prepare a justification memo for Policy Oversight Committee.
- Preparation: Vice President or SME sends policy, procedure, and justification memo to committee chair.
- Cabinet Review: Cabinet is notified of policy or procedure for abolishment. Cabinet communicates to the Policy Oversight Committee Chair on whether the policies and/or procedures will move forward or send back to Vice President/SME; in absence of communication policies and/or procedures will move forward for abolishment.
- Policy Dissemination: Chair removes policy and procedure from college website(s).
Part 5. Expedited Review, Approval, and Communication Process
Under extraordinary circumstances, a policy or procedure may require changes to ensure compliance with Minnesota State requirements or adherence to federal or state law. On these occasions, the President’s Cabinet shall seek input from content experts, bargaining units, and the College community to the extent possible in a shortened time frame. Final drafts that include suggested revisions as determined appropriate by the content owner shall be presented to the President for final approval. Policies and procedures become effective when approved by the President. The campus community shall be notified of the change and the expedited policy or procedure will go through the standard process described above at the first available opportunity.
